PANGARAP, PUSO, AT PAG-IISIP PROJECT PARA SA PANTAWID PAMILYANG PILIPINO PROGRAM

(4PS PARA SA 4PS)

The 4Ps para sa 4Ps (Pangarap, Puso, at Pag-iisip Project para sa Pantawid Pamilyang Pilipino Program) is a CoVid-19 response project of The Street Classroom for the "poorest-among-the-poor" Marinduquenos in Buenavista, Marinduque, recognized by the Ten Accomplished Youth Organizations (TAYO) Awards Foundation Inc. in 2020.

The project is composed of 4 components that is strategically crafted to provide solutions

to the root cause of the problems of our beneficiaries.

Currently, the project benefits 10 communities, 10 public schools, 100 4Ps households,

and 387 learners in Buenavista, Marinduque.

BACKGROUND OF THE PROJECT

4PS para sa 4Ps or Pangarap, Puso, at Pag-iisip Project para sa Pantawid Pamilyang Pilipino Program is a CoVid-19 response project of The Street Classroom

for the “poorest among the poor” Marinduquenos in the lowest class municipality

in the province- Buenavista, Marinduque.


The said municipality recorded the highest poverty incidence rate (86.4%) in the province, based from the latest Community Based Monitoring System. In addition to this, 55.1% of households have no sufficient income to satisfy their food needs, and the highest prevalence of hunger (11.2%) in Marinduque. Despite the efforts made by the Department of Social Welfare and Development through the Pantawid Pamilyang Pilipino Program, problems are still prevalent in the province- both in health and in education.


Last year, the Department of Education-Marinduque recorded 2148 out-of-school youth, 1196 of these are labeled “Not Attending School” and “At-Risk” by the DSWD. 293 cases of which are recorded in Buenavista, the highest in the province. Families with “At-Risk” and “Not Attending School” 4Ps learners are subject to deduction of grants from the Pantawid Program. With the current situation of the pandemic, all of the mentioned problems may drastically worsen.


The 4Ps para sa 4Ps is divided into 4 components: (1) Relief Food Operations, (2) Gulayan sa Tahanan, (3) Hatid-Aral, and (4) Gratitude Journal.  These are not required to be in succeeding phases, but may be conducted repeatedly within the whole duration of the project. Currently, the project is conducted in 10 of the 15 barangays in the municipality.


The Relief Food Operations is a turnover of a month-worth of food to each beneficiary families. These packs also contain disposable and washable face masks and alcohol. The Gratitude Journal is also given to the learner in this leg. The Gulayan sa Tahanan is in connection to the Vegetable Garden Program of the DSWD-4Ps where beneficiaries are encouraged to plant vegetables in their backyard. The Street Classroom improved this project by teaching beneficiaries on the proper growing of food in their own land. This will ensure food sustainability of each household, and will not depend on the monthly relief food distribution. Furthermore, the organization connects with the Department of Agriculture and other local farming organizations for the information dissemination and distribution of seeds. The Hatid-Aral includes partnership with the Department of Education and the Local Government Unit. With the adaptation of modular learning, some volunteers serve as “knowledge sources” who can facilitate students in learning and answering their modules. Furthermore, The Street Classroom will turnover wifi modems to each barangay so students may have better internet access for lessons requiring online sources. Distribution of learning materials will also be conducted which learners can use as supplementary materials. The Gratitude Journal is a daily journal where beneficiaries are required to draw an emoticon each day in a makeshift calendar notebook. After a month, learners may assess their emotions, and write things that they should be grateful for. This activity is said to develop innate emotional adjustment to improve the mental health of learners.

COMMUNITY-BENEFICIARY

As a CoVid-19 response project, and in accordance to the minimum health protocols set by the IATF for CoVid-19, the 4ps para sa 4Ps is currently conducted in one municipality in Marinduque, to lessen contact with potential virus carriers. The project was launched last May 25, 2020 in 10 out of 15 communities in Buenavista, Marinduque.

BUENAVISTA, MARINDUQUE | MAY 25, 2020 - PRESENT

The beneficiaries of the 4Ps para sa 4Ps are from areas identified by the DSWD-4s with high

non-compliant cases. Out of the 15 barangays of Buenavista, 10 of which are our

community-beneficiaries: Daykitin, Caigangan, Bagtingon, Malbog, Sihi, Timbo, Bagacay, Yook, Tungib-Lipata, and Libas. Furthermore, these barangays were pre-assessed by the organization with a tool that identifies their needs and problems during the pandemic. The results are used to create the phases of the 4Ps para sa 4Ps which are targeted to provide solutions to these problems. The solutions are crafted with them in mind which may be beneficial not just during

the pandemic but for times ahead.   


Due to the CoVid-19 protocols, we have decided to limit the number of beneficiaries to lessen physical contact. Each barangay has 10 household beneficiaries, with an average learner count of 4. As to date, food packs, vegetable seeds, and gratitude journals were already distributed. Based from their journal entries, learners show disinterest in going back to school because they believe that poverty will hinder their learning during the pandemic. This was further worsened by the lack of support system at home. The turnover of learning materials, as part of the Hatid-Aral phase, was also conducted in two beneficiary-schools but was put on hold for other beneficiary-schools due to the postponement of classes.     


Based from the monthly monitoring, the beneficiaries’ outlook in life has evolved

from peevish to grateful. They have started to appreciate the little things in life,

and radiate this attitude towards others.
